The Dollar Tree has great stuff that doesn't look cheap, and you can probably decorate a tree at Walmart for under $30.

target has a 100 piece tree decorating kit, enough for a whole tree. its in one convenient box. one of my fav trees i ever saw however, just had simple popcorn garland, and pinecones sprinkled with diamond dust glitter strung with ribbon, with small paper snowflake cutouts. that would be your cheapest alternative. get creative you don't have to go buy anything really. cut some holly branches and place in your tree also. so something natural..
