Well they may or may not be male and female as you said you are not certain. Another plausible answer is that they haven't reached maturity; in otherwords they are unable to reproduce yet.

Breeding birds is not as simple as just putting a pair together.
First you have to make sure you do have a male & a female...with lovebirds that is hard, I bred them for 15 years and wasn't any good at sexing them.
Next you have to make sure they are healthy and well fed with plenty of calcium for the hen.
Next comes proper caging, they need some flying room to keep strong. The cage needs to be in a location they feel safe in away from traffic.
Next they need a nesting box.
Then they need stuff to stuff in the nesting box (green, clean palm fronds are best). When making a nest they will tear stuff into strips, tuck it in their tail feathers and then stuff it in the nest. It is quite entertaining.

If you are not sure of their sex,I would suggest that you have them sexed by an expert to make sure. Once that is done get a book on breeding love birds because it takes a lot of different things to make it work.And even more after the babies hatch.special diets are necessary for the hen before during and after the babies.I know .I raise finches .I have an aviary built inside my home with about 50 birds in it. I started with 4.It took patients and learning and a good bit of money.know what you are getting into before you start to breed birds.

Lovebirds like variety. I had to have over 10 birds before they started breeding. And they needed lots of little birdhouses too.

Have them sexed by DNA (your vet can help with this), first off. Even if they are the opposite sex, they may just not be attracted to each other, or one or both of the birds may not be mature enough to breed yet.

Well they problem are the same sex. And if they are of a different sex, birds are a tad bit difficult to breed. You as an owner need to provide all of the right stuff.
