Very few civil engineers spend time in the field. As a guesstimate, I would say over 90% of civil engineers are design engineers and spend all of their time in the office.

The civil engineer is the designer not the director of the project. As such, when the civil engineer is in the field, he is there to provide information on the design intent, not to direct the work.

In contrast, A foreman is a manager of a work crew and is always a field position.

If we look at primary "work places", i.e., where do they spend the majority of their time. A foreman, may be at a desk, but it is a desk in "the field" at the project site. The civil engineer's primary workplace is at a desk in a office building not at the project site; maybe not even in the same state.

But if the civil is the project construction engineer, the times could be quite equal.
