Anything with an ethanol content of 140 proof is the ideal strength to kill bacteria. It is called sterilization strength. Lower strengths don't have enough ooomph to kill most bugs. The higher strengths have a drying effect on the membranes of bacteria, causing them to close up so the alcohol cannot be absorbed into the bug to kill it. So 140 is your best bet. This is only for use topically however...you can swish and/or gargle to kill mouth germs or pour it on a wound to disinfect (Ouch!)

Well, I'm not a doctor, so I don't know for sure, but I think the alcohol does kill germs.

It will kill jerms in your mouth, and maybe in your esophagus, but most other places it's doubtful. Alcoholics get just as sick and just as often as others, so it's doubtful that what you heard is true.
In the end, drinking lots diminishes your body's capacity for healing itself. It taxes the liver making other illnesses and toxins more likely to damage the body. Drinking heavy to stay healthy isn't really a good idea.
