In TX you have to be 18 to get your license, but if you aren't 18 yet you can get a driving permit and you must have a licensed driver at all times and you can only drive during the day, you can not drive at night. the laws may not be the same in another state.

I believe that some states already have passed such legislation. Oh my, how the rules are changing! Mostly to stay ahead of today's youth. Most kids don't want to listen to reason. Or, they have no one to teach them anything. So they go out and buy a car, then get in an accident because of lack of experience.

It would be state by state. The federal government doesn't regulate driver's licenses. I would support it, though.
