F8 works while you are booting your computer but if you dont hit the F8 key at the right time you will boot to normal mode. So after you have booted to normal mode you could do the following. The following assumes you have Windows XP.

Start
Run - in the dialog box type "msconfig" then hit OK
You will see the system configuration utility dialog box.
Click on the BOOT.INI tab
Put a check in the box that says "/SAFEBOOT"
Click OK
Reboot your computer

When you reboot your computer you will automaticly boot to safe mood. When you want to return to normal booting you must go back and uncheck the "/SAFEBOOT" box in the BOOT.INI tab

Be careful when you are playing in the system Config box, you can change settings that make your computer unusable. I accept no responsibility if you damage your system, play at your own risk.

Turn your PC on, or if it is on, Restart.
As soon as you see the system checking the memory, press and hold the F8 key. Hold it down until you get the Safe Mode menu.

From there, I think it is choice 3 or F5.
