Do you have access to a stair case? If so, sit at the top of the stairs and toss something down for the dog to chase. If the dog retrieves toys, toss toys. If the dog has no retrieving instincts, toss tiny bits of food. Call the dog back up, toss another tiny bit of food.
Running up and down stairs is heavy duty exercise and quickly burns off energy.
Also, mental stimulation tires out dogs almost as quickly as physical exercise. Train your dog new tricks or obedience commands.

Give your dog a coat or run around your house or something your dog will stay warm this way during the cold conditions outside

You can still take a dog out with a short coat, it will run and play creating heat, if you are that worried buy him a jacket and shoes, they sell that stuff. My beagle gets cold only when she stops for a while other than that she is fine, take out your skis and snow shoes and get your dog and go, we have to let them burn that energy or else we have unhappy dogs in the house that are so overcome with energy that they cant sit still.

I do lots of iciness events with our Pyr as he LOVES iciness. Get him a sweater and take him out. It doesn't have to be for very long. Throw the ball or whatever and run him a lot then bring him in and put a towel in the dryer and wipe him down, wipe his feet and he will be fine. He will love you for it.

He doesn't like the cold or you don't? If he's active, he won't get cold exercising outside.

Dogs have a natural layer of skin that protects them from the cold.I'm sure it's fine.If it's you who doesn't want to stay out with it try putting it on the treadmill if you have one.My dog loves the treadmill.
