Why do you need to give her "stuff"? You are just buying into the consumer racket - she's only 4! For her birthday, take her out for icecream and a movie or something. Honestly, she's only 4: and the sooner you get her out of the materialistic mindset, the better off you both will be.
And it sounds like you already have enough presents for her - give her one of her Christmas presents for her birthday, for heaven's sake! And get her to give one of her Christmas presents to a children's shelter or somewhere, where kids have NOTHING! You'll be teaching her good life lessons. Sounds like you could learn one as well.

You need to work on your reading comprehension skills. They aren't teaching kids about condoms and STDs at that age, they're teaching the things like 'where people shouldn't be touching you'. If you don't teach your kid to look both ways before crossing the street, then they don't know cars exist and won't get hit, right? And if you don't teach your kids about their own body, no one will ever try to abuse them, right? You also don't seem to know much about history. Just because YOU may have been innocent until the age of 18 doesn't mean everyone has the luxary.

Try to take her out for her birthday.. Maybe chucky cheeses or Mc Donalds play place because children enjoy that.
Maybe you should just asks her what she wants for her birthday too get an idea of what you can do for her.. I have a 4 yr old daughter and I basically asks her what she wants. The problem with my daughter is she wants everything and she makes it hard for me too make a decision. However, I have a lot of options.. Good Luck to you and your 4 yr. old...

buy here a barbie or a brat doll or may be a doodle bear all 3 are under 15 dollars and she will love them !!! By the way my little girl is turning 4 in december as well and we bought her a kitchen set

i would suggest that you make that day her special day. take her to a matinee movie they are really cheap, you can also take her out to eat, mickey d's, bur. king, ci's ci's pizza. all these are cheap but do you really think she's gonna care how much money you spen or how much time you spend, think about it, the time will stay w/ her more then the cost. i have a four yr. old and we do alot of inexspensive things together all the time and it's always her remembering what we did more so then how much was spent. so you just have to be creative when it comes to kids. so good luck, make it a b-day she wont forget.

Make a snow globe
Fill a round container with water and glitter.Stick a figurine or ornament on the inside of the cap and cap it.Then you can decorate the cap with beautiful stickers or even hang ornaments such as bells around the neck of the container

Buy what you can afford, I'm sure your child will be happy with whatever you get. You could always build her a doll house.
