Your question is kind of vague.

If you are talking about "judge" as in, you are sinning so I will judge you for it. That would be the accuser of the brethren talking.

If you are talking about "judge" as in, making judgement calls on a day to day basis, such as take this path or no she is telling a lie, or yes, I think that is correct, then that would be Christ talking to you.

Yes, there is none other!

God exists! No matter the name you refer to Him (Her, Them) by, He is (was and will always be) there! Speak amoungst ourselves as we may, one cannot dispute His existence!

Non other can create life in such a multitude as He has! Thus, He has to ordained right to do with all life as He wills it!
