Using WindowsXP, Control Panel, Add & Remove Programs, is a removed program still a file in the computer that can be re-installed by Add & Remove Programs? Or by another procedure?

No, once you remove it that way, you'll need the original installation source (CD or downloaded file) and re-install it.

No, removing the program via add & remove completely deletes the program and will have to be installed from scratch again

If you're talking about a program you purchased or downloaded, you will have to reinstall from the CD or download again.
