They work well for the shoulders, but they mainly build the trapezius muscles (between the neck and shoulder). If you're trying to bulk them up, I would increase the weight a little so you're doing about 6-8 reps with a little struggle.

I've started doing them this week, but don't want to keep on doing them if they arent that big of a deal. Im doing 4 sets of 10-15 reps btw. and no, before any says so, Im not just working out one type of muscle Im just asking about how effective this exrcise is.

The shrug doesn't directly stimulate the shoulder muscle the same way that say a military press or lateral raise will. The shrug primary hits the trapezius muscle, which runs from your neck to the shoulder.
It is an effective exercise. Make sure you don't roll your shoulders and do not bend your elbows.
Mix it up by using dumbbells or the barbell. I prefer to go fairly heavy with this exercise since the range of motion is pretty limited.

Shrugs develope the trapezius muscles, not the deltoids. The deltoids benefit from overhead press and lateral raises. I found that the two best shoulder exercises aren't intended to be shoulder exercises at all. They are 1. Squats in the snatch (an olympic weightlifting event) position, and 2. overhead tricep extentions with a dumbell in each hand.

Dumbell shrugs are good for shoulders and traps and really not that hard to build up.Go with heavy weight and i have found that just lifting straight up and hold then lower them slowly.Dont lift with your arms,raise your shoulders.Some like to rotate their shoulders and some just lift straight up.It all depends on what magazine you read,everyone has different views on the correct way.Good luck

like any exercise its effective over time
but if you want to actually build muscle you cant limit each set to a certain number of reps. its a tought habit to break, stop counting each rep. just go till you're shoulders are dead.
i usually use 60-80 lb dumbells. i dont count my reps but i would say i do about 30-40.
if you wanna se what i mean by doing stuff till youre arms are dead watch "pumping iron". its a great body buildeing documentary by the man himself, The Terminator.
