And just how should the lottery be conducted? If the six billion people in the world today were each given a lottery ticket, then some would say that countries like India and China have an unfair representation because they didn't bother to control their populations, why should they be rewarded for that? If each country is given the same number of chances, then very tiny countries like Luxemborg or Seychelles Islands would be overrepresented. And what about countries that are pro-American versus those that hate America? Why should haters of America be given equal chance of coming in? The list of possible problems with "fairness" goes on. Even before the first lottery is held, I would anticipate a lot of argument on how it should be done.

We already have it here in the US. I know folks that are here because the won it.

I am not sure anybody wants to go to any other country other than the US do they, perhaps some will want to go to Iran?
