I would like to digitize b/w negatives so that they appear as regular pictures. Do I need special software for this? Will appreciate any information. Thanks.

Yes. I have a Canon flatbed scanner that is capable of scanning b/w or color negatives. I scan it, then print it out on my photo printer. There are more expensive scanners that are strictly for negatives. But, since I rarely scan negatives, I went for a $100 scanner. This was several years ago. These days, I am sure you can get the scanner for much cheaper.

I use Photoshop to touch up the photos, if necessary, such as scratches or dust in the photos.

If you are looking to scan a negative (either Black/White or Color), get a Scanner which supports TMA (Transparent Media Adapter). Now a days, plenty of scanner comes with a TMA.
You can check the HP, Canon etc and they make good quality TMA scanners, by which you may scan Negatives and even Slides as Photograph.
