She can register it in her name. I did this when my dad bought me my first car when I was 17 and hadn't passed my test and had no problems. I even had it insured in my name. I'm not aware that they've changed the rules, so she'll be fine.
Also, I've heard stories about cars being registered in the names of three year olds, so I'm guessing you don't even need a provisional either!

She can but when she insures it she will have to be the main policy holder as the car is registered in her name.
Taken from tesco.com for insurance:
"The vehicle is owned and registered by yourself, at your address and has not been modified or altered in anyway (including wheels, suspension, bodywork and engine)."

She must tell the insurance company she is a learner or it will invalidate the policy. But yes, she can register the car in her name.

i imagine that it really is alright to have such penalty as there is better caution, otherwise i does no longer believe it. sure, i ought to admit, the plates provide the game away somewhat. A using instructor who i comprehend from my section ( a pal) has surely stuck their shoppers previously of whom they educate on a established foundation, using on the roads unaccomplained. contained in the united kingdom, West Midlands and surrounding parts, we surely have a regulation (if you're actually not already conscious) that any newly qualified drivers who get carry of 6 factors, will automaticly lose their finished licences and be re-issued with a provissional, this suggests taking both checks again. decrease back to sq. one surely. this may take position in the first 12 months, otherwise, doesn't count number. i imagine it really is truly severe having fines in case you do no longer placed on seat belts. If i'm sat contained in the decrease back of a bently being pushed to the community pub, i'm now unlikely to have the belt on.
