I think that the most effective form of evil is presenting yourself as a beacon of hope and rightousness disguised.
Hitler did it. And he will go down in history as the greatest and most significant demonstration of how evil a man can be, and the success his evil ways can have.

I think the most effective form of evil is systemic evil, that which is perpetuated by an indoctrinated group of people who cannot see the evil they keep re-creating. For example, Poverty is a systemic evil when the system does not allow even the hardworking to exit it's grasp, but there are many others.

Evil is the most effective under a Utopian ideology, Communism, fascism or extreme religious belief.
The suicide bomber believes that he is doing God' will and making the world a better place.
The Communist believes the gulags were important to purify society from greedy bourgeoisie.
Nazis believed the greatest good was served by promoting the ethnic superiority of one ethnic group.
I believe the most effective from evil is one that believes that it has stumbled on the greatest truth and is willing to do anything to reach that greatest truth or good.

The greatest trick The Devil ever played was convincing people that he does not exist.
Whether you believe that or not, the saying comes from the fact that true evil always hides its true intentions. Even Hitler himself pretended to be working for the betterment of society.

It's a long story but I think the most effective form of evil will be 'defamation of one's character'. 'To damage someone's or something's reputation by saying or writing bad things about them that are not true.
Analogically, it is like taken hundreds of bird feathers on a windy day, climbing a mountain top, and spreading the feathers. If we want to collect the feathers back, it would be very difficult to collect all the feathers.
