For a Muslim all non-Muslims are non-believer or Kafir. For a Christian all non-Christians are non-believer or pagans. So who ever does not believe in what one believes is a non-believer for him according to the two examples cited above. It is a relative term and exposes the spirit of intolerance of others faith. But for Indians there is no phrase such as non-believers. Taking advantage of this noble attitude both the Christians as well as the Muslims have tried to convert Indians to their faith by dividing them on basis of caste and culture. The Marxists have distorted the Indian history to facilitate the missionaries and the separatist Muslims.

To the prodestant christian, anyone who is Not born again.
To the Catholic christian, anyone who is Not a practicing catholic christian.
To the Muslim, Anyone (especially the christians and the jews) who does not believe and practice there faith, & obediance to Allah and his prophet Mohhamed.
To the Mormon, anyone who is not mormon.
To the Jehovah Witness, anyone who isn't a jehovah witness, is a non believer.
You can fill in the rest, concerning all religions.
Any religion views a person a Non Believer, one who does not believe and practice, live as there Lord/master tells them to. And one who does not obey there holy Book is a Non Believer.

I think it's insulting to be called a non-believer.

Everyone is a nonbeliever.
Christians don't believe in the divinity of Allah.
Muslims don't believe in the divinity of Kali.
Hindus don't believe that there is only one God.
So, everyone is technically a nonbeliever.
Some of them are believers, too.
