I do not think there is a best way there is only the honest way. and that is as soon as possible talk to them and tell them you have been for along time trying to understand why your feelings have changed, but the reality is that they have and that you no longer want or wish to be in any sort of relationship with them. if you feel you can remain friends do so but be adamant that you are not to be any thing more than a friend, and if they wish to remove themselves completely you will understand and only wish them well.

Tell him or her in a quiet public place. The steps of the library, a park, coffee shop, etc. Be polite, don't blame him, don't accept the blame, and don't back ever down.

ask a question back, and if the other person is honest with him/her self, they will see the truth- IE: " do you really think this will turn out to be alifelong committment? " the other person will tell themselves the answer

Seems to me the best way to say its over is by not saying anything at all if you want them to figure it out for themselves. Even better......Just tell them so they dont wait around and wonder wtf. Peace.
