I thought that they could, but the guy at my school says he never verifies because the Dr's office will never tell him anything. Is it something about the new hippa laws? Can't they call to ask "was so and so excused for this long"?

They can not even state if you are a patient there. That would be a HIPPA violation, unless you gave them written permission to access your protected health information.
