There are lots of systems for betting on horses. The problem with most systems is they do not produce enough action during a day at the races. Learning to handicap is much more rewarding than following a system if you like that sort of thing.

The betting industry is undergoing a revolution. For the last 100 years the Bookmakers have had their way with the average punter as their superior knowledge of mathematics and form have put them in the driving seat. The only way to win constantly is to have a system, there are many systems in the market you can quickly get and use, but the truth is that you should develop your own system. That is the only way to go. I recommend you get a couple of ready made systems, that will introduce you to develop your own. Good luck.

A friend who owns a former Stakes-winning horse says that he looks in the racing form for stakes races (no Maidens) and when handicapping bets on those in that particular race that missed winning their last time out by the smallest distance in heads, lengths, etc.
I have my own system that has taken several years to put together but as it may go up for sale or might have partners invest in it I can't comment.

I'm using this software for my horse racing bets and Initial indications are very positive: http://www.goobypls.com/r/rd.asp?gid=567
Thursday 21 Aug 14 - all races 5.40pm Killarney to 8.00pm Newton Abbot (15 races in total) - 43.52 points win at Betfair SP, 9.57 points place at Betfair SP.
Friday 22 Aug 14 - all races UK and Ireland (55 races in total) - 24.12 points win at Betfair SP, 16.22 points place at Betfair SP. A further 39 points win and 8.98 points place should be added to this total, if using my preferred methodology for bet selection

I think the sport is too dynamic to reduce to a system. I agree with the comment that you need to learn to handicap. I'd recommend reading Sam Lewin's Education of A Horseplayer--it's out of print, but your library should have it.

You can't bet a race at the track. Not a one. The only place to wager on a race would be at a sports book in Vegas.

You have win, place show quinellas which you pick the 1-2 horses they can come in either way exacta the 1-2 place horses they have to come in exact unless you box it trifectas the 1-2-3-place horses superfectas the 1-2-3-4-place horses and sometimes you have twin quinellas the 1-2 place finishers in 2 different races.
