my neighbors have their puppies in a fence but it is really cold and i can hear them barking. tey sound horse b/c they have been barkign all day. it is supposed to be 15 degrees tonight..is this too cold? they are about 12 weeks

that is the thing.. they have no mom to take care of them and theyre are only 2 of them.. i hope they are ok. they have a dog house made of plywood but thats it:(

Yes. Anything below freezing is too cold. Especially if there is no way for them to get out of the cold. If they have been crying all day its because they are miserable.

The skin on an animal can freeze in as little as 20 minutes in sub-zero temperatures, according to local veterinarians and animal-care experts. Veterinarians also say that animals should not be outside for more than 10 minutes in temperatures below 20 degrees.
Outdoor dogs do acclimate to the weather however, they must be able to get out of the cold ... is there a dog house?
If you are concerned, I would call your local pet protection agency and conduct an inquiry - I would do the same - especially because they are puppies and probably dang cute!
Another tidbit ... MYTH - Long-haired dogs can be left safely outside in frigid weather. TRUTH: even a heavy coated dog can freeze to death, especially if its coat gets wet. If the dog doesn't freeze to death, it can sustain frostbite and suffer if it has pre-existing arthritis. 'No pet should be left outside in temperatures below 40 degrees. Short-coated breeds and small dogs should be supplemented with a coat or a sweater. Outdoor breeds such as huskies and malamutes need warm shelter from the wind and cold as well as a source of unfrozen water."

Hi - I'm no expert, but have dogs and have general knowledge. Sounds like a real concern next door. I'd recommend you call your city Humane Society and have them come out and take a look. Two issues: the cold, as well as the all day barking until they're hoarse. Somebody needs to stick up for the pups!!!! And it sounds like their owners aren't very good at that.....

If they have their mother with them, a dog house, and something like a Lectro Kennel Heating pad that maintains body temp up to 102 (a dogs natural body temp) than they will be fine.
I have indoor and outdoor dogs and the large breeds are fine outdoors but when it gets that cold they are most definitely coming indoors!
Being that they are 3 months old if they are a larger hairer breed such as a Samoyed or Husky than they should be fine with their combined body heat.
Either way I would call animal control (of course if it is like my local animal control they close at 4 pm and on the weekends and will not hardly ever investigate complaints the sorry lazy *** workers they are!) Either way call your neighbor and let them know that you think it is too cold for the pups to be out; if you don't feel comfy doing that call the police for a noise disturbance since they are barking.

Do they have shelter from the cold and some bedding? If they do not then you could call animal control and lodge a complaint. If they have provided the basics then nothing you can do, but you could call and complain about the nuisance barking(works better if you can get others to call AS well) and maybe that will force the owners to bring pups in the house.

depends on what breed they are. Some dogs like huskies can withstand very cold temperatures. Others, even though they have long hair like Yorkies, can not stand cold temps. But 3 months is fairly young for a puppy to be outside at night in the cold. However, if they have adequate shelter, the body heat created from a pack of puppies works fine to keep them warm. If they don't have adequate shelter, you need to call animal control or law enforcement or something. I actually went to my neighbors house and gave the dog a blanket in her doghouse myself because she wasn't being cared for and no one would do anything about it. Trespassing, yeah probably......but at least I could sleep that night.
If they are pitt mixes......yes I would say that's too cold. They are too young. Those dogs are not meant to be out in cold like a Husky or Malamute or another breed like those.

Yes it is too cold for puppies that young. I would go talk to the neighbor and if that does not work call the humane society.

I raise pure bred dogs, I would never ever leave them out in those temps. They can hold their own body temps at their age they are but at those temps could cause problems. I am one that keeps all my dogs in doors, I have 3. And we have pups now, I do have neighbors that leave their pups out in the winter cold weather. That upsets me, their pups could get ill and hypothermia. And at that, they may not even be vaccinated.

Yes that is too cold! You should call the humane society if your neighbors do not bring them in. They are still babies and they very fragile.
