Most often, especially for low speed applications, it is a matrix of carbon fibers in a foam substrate. At higher speeds, carbon fiber composites can be used, but radar waves can even be reflected from insulating materials (due to the change in dielectric constant between air and the material). Many of these things reflect very poorly, though. Coating the front of your car would not likely help with the local police radar -- however.
