When exactly is the best time to breed a dog when they get their first period or when their 1 year?

Yes, I do.
I spent about 10 years learning from other breeders, reading dozens of books, attending dog events, joining dog clubs, working with dogs in the breed I was interested in, getting titles on my own dogs and those of others...and then I bred my first litter.
The female I kept from the first litter is now a champion, with mulitple working titles. And she has given birth to two other champions, along with several other pups with multiple working titles (and the two champs have working titles, as well).
And I know where each and every pup I have brought into the world is presently living.
There is no way anyone can educate you here about all the ins and outs of dog breeding. I will give you a site that you can read as a starting out point...

What I know about dog breeding is that idiots like you shouldn't do it. There are way too many homeless pets out there, you would only be adding to the problem.
Amazing. People just get dumber and dumber.

Neither. Should be AT LEAST 2nd heat and 18 months. 2-3 years would be better.

after 16 months that gives her time to get strong so she will have less problems when having puppies
