what is the best way to curl short layered hair about 4" long all over without using a curling iron or heated rollers,

Roll your hair under and pin it with barbie pins. Wrap it up and sleep with it overnight. In the morning you will have better flips than a curling iron will ever give you. Also you could wash your hair, put rollers in it and sit under the dryer. That works pretty good too

Braid your hair (this may take a while since it's so short) when it's wet, then after about a day once it's fully dry take out the braids and it will be curly or at least wavy, depending on the size, thickness etc of the braids.

Or you could get a perm ...

Use sponge curlers. Take a shower and wash your hair then while your hair is still wet put them in. Make sure you get the small ones though.

you can either pin it up over night or you could buy shampoo and conditioner that curls your hair

blow dry it under. use a round metal drying brush and blow dry it under.
