The answer is yes. Water dilutes the acid in your stomach. That's why it's not a good idea to drink water while you are eating. Because the water dilutes the stomach acid, it means your food doesn't get digested properly.

Well - water dilutes it. And then also it flushes it out of the stomach. It's a bit like having a glass of lemon juice, try it pure. Then mix it with 10 times as much water (10 glasses) and try again, tastes less acidic, right? So it depends on how much water you drink. It really has to be quite a lot in short time to have a real impact, Acidity does not change in a linear relationship but if I remember correctly logarithmic. In addition the human body also other things play a role, like buffers which absorb such effects quite a bit.

It makes the pH of your stomach less acidic, by diluting the existing acid with water. To be "less acidic" means to increase the pH of the solution (stomach), which is dependant on the concentration of the acid.
The two ways to alter the concentration of acid is to dilute it (like in this case, with water) or to neutralize it with a base (such as taking vinegar and adding baking soda).

Your stomach secretes HCl with a pH of ~2 very acidic! Water is around 6.5- 7.0. In combination with this, your stomach's pH level could go up. You also have goblet cells which secretes mucous layer that protects your stomach from all the acid and your stomach lining is shed regularly, which really effects your stomach's pH. Drinking water is not nearly as effective as this natural process.

for a short period of time it does dilute the stomachs acid. However the water passes through the in a short period of time to be absorbed by the large intestine.

The only way to counteract acid (in any form) is by using a base (like milk).
I don't really think water has the correct properties to do that.
