It is the bet time to do it because our attention is not on traffic for a second. Also it is distracting to have a hanging booger as you are driving. So picking allows better focus and safer driving.

FYI I have never seen anyone picking their nose at traffic lights round my town ever.
Those people are probably bored and have no tissues lol

Bcos stopping at traffic light they don't have to concentrate on the road, therefore there is sufficient time to clean up their holes.

This is purely a psychological weakness in the sense that they thought the action is not seen from outside.
