No, it's not. Toss it, and buy some fresh shrimp. The freezer burnt shrimp will be tough, and taste nasty.

Bread, or batter them and deep fry them. Freezer burn does not affect the quality or safeness of a food, it just dries out the cells of the food (see link below). It does however affect the taste of the food, that's why I suggest breading them and deep frying them. I would never suggest that of shrimp otherwise, because breading hides the true taste of food. It's ok to eat food with freezer burn - it just won't look so pretty good. The burn will change the texture a little but it won't harm you/ You can always cover with a sauce if it is for a crowd or family or friends.
