they take the barrel before it gets the ends put on, and its on this conveyer belt, then it gets ran over this fire so only the inside burns about halfway. then they put the bottom on, fill it full of bourbon then cap it off and set it to age.

With fire.
I'm not being sarcastic, but it really is pretty much that simple. The simply light the inside of the barrel on fire and then put it out by spraying it with water after they're happy with the level of char.

I know for wine you can buy a sulfur strip that you burn inside the barrel. I would assume it would be the same method. You can find them at most winemaking supply stores. They are probably in your yellow pages.
