No, you cannot re-freeze food that has been thawed because of bacteria. Especially meat of any kind.

I'm not exactly sure on the safety aspect, but I do know that refreezing food items that have been completely thawed isn't generally recommended. The taste of the pie would be altered a bit too by doing this. Wouldn't recommend it myself.

It's safe enough (assuming the filling was cooked completely) though the texture of the crust may suffer if it's been at room temperature.

i think the crust will probably not be very nice after all that. i wouldn't do it
