I know this is an issue that greatly concerns you at the moment but it shouldn't.
Girls develop at different rates just like guys do. Whether or not you will ever have larger breasts is dependent upon genetics and hormones. Even though you may not have breasts that are large enough for your liking now, just take a look at your mother, your sisters, or other close female relatives that are directly blood-related to you. Chances are, you'll develop breasts that are approximately the same size.
One more thing, guys worry a LOT less about breast size than your peers (other girls) do. What most guys want is a girl who is comfortable with herself, is honest, and true. So, if you're worried that being 'flat-chested' at the moment is going to cause a problem later in life when you start dating, don't.
Lastly (I know I said 'one more thing' in the last paragraph), if you are athletic then developing breast tissue later can be a definite plus.
When it's all said and done, just be comfortable with yourself. I've never known a successful, sexy, or noteworthy female (from girls to elderly women) who didn't have much more going for them than their breasts.

No it is not true.
Everyone grows at a different rate. You're just going to have to wait.
Trust me, somedays I wish I was flat.

that's so not true! nothing will "make" your boobs bigger except implants. you're way too young to be worried about that, give it time and they'll grow the older you get!
