Yes and no for many reasons. It depends on the APPROACH. We hate it when guys approach us with lame lines. If you think a woman is pretty, tell her nicely via compliment. Or simply make eye contact ahd say "Hi". Or ask a question about where something might be, etc. If she is receptive, try to make small talk. Women will talk to guys they are attracted to, period.
What other advice can I give??? Be observant, if she appears to be in a hurry, don't approach her. You will get snubbed.
My main piece of advice is "It is all in tha approach". It is how you approach her. Be calm, confident, kind and complimentary.

...but girls seem not to know what they want, yet still seem to think they have the right to be pissed off if they dont get it.
So it could be a yes. Just cos it was a yes once, does Not mean it'll be a yes again (even if it's the same girl.)
Personally I get anoyed, they're disturbing my routine, and i'll think '**** off you sleazy git, get your own life'. but then again sometimes it's a nice surprise... it's hard.

Yes it is better than being approached at a bar. Besides most of our friends tell us you shouldn't date a guy you meet at a bar it will not last.
