It means it's better to take care of something now before it gets worse. It's better to fix that little hole in your pants now with a simple stitch than wait until it's a gaping hole (that would require a lot more repair). Like... it's better to fix that small inexpensive problem with your car engine now, then end up spending thousands of dollars next year replacing the whole engine.

Let's say you have a button thats loose and almost ready to fall off, if you make a quick stitch or two you won't have to make nine stitches to sew it back on. Its another way to say don't put off until tomorrow what you can do today.

It means, if you have a torn garment and it only needs a small repair, if you do it right then you won't have to sew up a bigger hole (with "nine" stitches instead of one) later on. Therefore, it means you should act quickly to solve problems before they get bigger and take more work to solve.
