The only time you should try to fatten up a dog is if your vet has given him a check-up and decides that he is underweight.
The vet can give you an appropriate diet plan suited to your dog.
If you follow other people's advice like giving him cottage cheese then you will end up with a FAT unhealthy dog!
Extra un-needed weight is not good for people and animals. And like people, some dogs are just naturally slimmer.
If you are trying to make your dog look "tough" then just like people he will need exercise. Take him on more walks and he will become muscular. And I am sure he will enjoy more walks!

Has he been Nurtured? If you get him done he might put some weight on. You could try him on an all meat diet fresh chicken or tripe expensive but has good results. Were his parents big? If not then he will take after them but if they are big rotties then you may well have bought the runt which may be slightly finer then his parents. He could also have an underlying problem or he could just be a skinny rottie. You could get a second opinion from a different vet.

Rottweilers are normally big dogs, stocky dogs. I'd check that he doesn't have any deficiencies. You should try to feed him what they call Real Food like Fresh chicken and turkey and beef. Fresh raw vegetables and fruits. Fresh brown rice and oatmeal. Fresh yogurt, eggs, and cottage cheese.
This should build the dog up and well as give it good health.

I know this sounds wierd, but try adding mashed potatoes to moist dog food, most dogs love potatoes, and this may bulk him up a bit, feed him moist once a day, and dry once a day.
I once had a rott/german sheppard mix, and he would eat coffee can size amounts of food each day, so maybe yours just needs more to eat. if he is underweight, no sense in having him on a diet, he seems to be very healthy and acitve

Some of them are just naturally skinny...I know of two, a brother and sister...the boy is chunky and a good weight but the sister is a skinny ma linkky long legs. There seems to be two types that Ive noticed...tall slim ones and smaller chunky ones...?

If your dog is under weight and still losing, your vet should be investigating...doing blood tests etc. That is not right and could be a number of things.

might be a thyroid problem, suprised the vet never checked! some will take longer to put weight on than others so maybe give your vets food a bit longer to take effect...

dude u aint gonna belive this but i have a rott and it works! i feed her puppy chow n cottage cheese got me but something in it buffs them up i also gave it to the litter of pups she had and they turned out awesome! good luck

read up on the barf diet,and then change him over you wont regret it.proper dog food without addatives
