For some people I've noticed that they are bummed out when they do badly their junior year even though they have another year left.

No. Your junior year is where you get them looking at you, they start recruiting and making the offer, you do your recruit visit. In your senior year you should already have the scholarship offer signed, have done your recruit visit, hopefully you keep doing well so they solidify their decision of giving you the scholarship, write your SAT and hopefully your score is good enough that you are accepted academically and keep that scholarship.

If you are going to be going to an elite school (athletic wise) your junior year if very important. If you are are going to try to go to a mid to low level school then you can still get a scholarship with a stellar senior year.
