That's true but only in certain neighborhoods.
In normal neighborhoods, it could happen (you never know) but the community will go after the criminal. If such a thing was found out, he would be fired on the spot and no one in the neighborhood would hire him. The next time he went before the judge for even the smallest thing, he's be slapped with the harshest possible punishment. People in the neighborhood might beat him up repeatedly.
Basically, he's have to move away, in 90% of the communities.

it seems logical for a cop not to give his real name, but then again unless the person is truely pissed, I don't think that the person would do anything.
