The easy answer: You don't. ROTC isn't a club or something students can start at all. ROTC is a government sanctioned legal comissioning source for reserve officers (many of whom go straight to active duty anyway). As such it takes LOTS of preparation to create and stand up an ROTC program. If ROTC isn't available at your school, check with neighboring institutions. ROTC dets have what is called a "cross-town" program where students at a nearby school without a ROTC det can take classes with an already existing det.
