What else would you say..and after 23 years why does it suddenly become an issue; what have you been saying?

Who's asking and why do you care?

Yes he is younger than you. I have a nephew who is 11 mos. older than my niece. Same difference. Almost a year. it is easier to say a year.

You can say "My brother is a year younger than I am" or you can say "He's a year my junior."
You might say, "I was born a year before my brother."

How many months apart are you? I have heard people say they are "18 months apart" as opposed to saying one year...unless you are 12 months apart, and then to say he is one year younger than you would be accurate....I don't know.

Not that it matters but how about ? "This is my younger brother" or just "This is my brother".
Really as you are both adults in age - Its his decision if he wants anyone to know his age.

Say I'm one year older than he is. Unless you don't want to. I don't really understand whta you're trying to ask.
