if laser treatment is parmanent then why do some people grow back their hair after some years? give details

Laser treatment is permanent as it kills the hair root, but for every hair follicle that grows a hair there are loads around it that dont have hairs - they might never grow hairs in them but they can start growing them at any time. As these follicles are tiny and close to each other it can look like the same hairs have come back again when indeed they are brand new ones.

It must not completely kill the hair folicle but rather make it just dormant.
I've had laser treatments and the hair grew back immediately--don't think it works whatsoever.
