The reality is that anyone who has a sufficient amount of the right material, some plastic explosives and an old gun tube can make a nuke. The needed info is all over the planet by now. The only problem is getting the enriched material.
I think that the major powers UK, US, Russia, China, India. Pakistan and Israel should agree on just what is going to happen to anyone who produces and uses a nuke. The MAD doctrine worked with the US and the USSR for a long time and I don't see what other card we hold.
Until the time that the world grows up enough to get along that is the best bet I see.

Rather have more "green" initiatives and alternative energy policies in our nation. Solar/wind when used in practical geographic locations can actually profit the individual be enabling them to sell power back to the grid. If our leaders were smart, they'd make the necessary policy changes which would explore these technologies in order to corner the market and sell the technology abroad nullifying the need for nuclear proliferation in the middle east. I'm all for a sovereign nation seeking nuclear power as long as it is regulated and overseen by the proper authorities. However, giving such technology to another country to do as they please is not an option. The problem in Iran is grossly overstated by the Bush Adm. but N. Korea is an entirely different animal.

I believe that it will happen as much as human nature says it should happen. Our desires for safety will not affect politics unless we get out in the streets and to the polls and make our voices heard. The nations we view as dangerous are just as unhappy with us as we are with them, and will want to be on an equal playing feild, so they will persue nuclear weapons to protect themselves against us. Humanity will do to itself as a whole, whatever it wants to do.
