i have brownie hair , and i have lite tan almost like i had almost white skin but would i still look good with blonde hair? temporarily?or pernament?

You could start out with golden highlights (no ash tones). Try doing something like a natural pattern,as if the sun actually did it. Heavier at the top, or crown, then less as you go down. It would look like you enjoyed the whole summer sun bathing at the beach.
