I'm pretty sure that you'd need a gaming license...I don't think this is really easy to get, but getting it would let you know about all of your other questions.

there is plenty to do in Vegas besides playing. i for my section went there in September. you'll want to inspect Fremont street on Saturday evening. the mild practice is astounding and there is a ton of issues to do. you may visit numerous of the lodges. maximum of them have shops and points of interest.
