You may need to castrate him. Did he start peeing before he was neutered? How long ago was he neutered? It is harder to get them to stop post op if they began pre op and after the op they continue for a few days or weeks sometimes whilst the hormones leave their bodies.
Cat pee is the worst, mine took to our spare bed!!
Depending on how you answered above your only option may be to get some sort of spray, you can get a spray called piss stop believe it or not, that is what it is called. Give it a go!

I'm having the same problem with a female kitten. I haven't had any luck with Nature's Miracle. The only one I've found so far that has worked for me is OUT! Naturals (from Wal-Mart). There is a regular OUT! but that didn't work. And I had to use the Naturals twice but it worked. I covered my couch cushions with a mattress pad, then a comforter. Right now I'm trying to feed my kitten on the couch in the spot where she likes to pee. They say cats won't pee where they eat so we'll see. I've only just started this yesterday. She usually pees on the couch about once a week. The last time she peed on ME!! Ugh! DO NOT use ammonia. That is one of the components of cat pee and will actually encourage peeing in that area. Good Luck and let us know if you have any success so we can try it too.

My male cat sometimes sprays when he is stressed!!..If there has been changes in the household he finds a spot and sprays/pees. I clean it up and spray the area with one of these products that you can from the vets/petshop to stop them going back to the same spot. Can you get your couches cleaned or steam cleaned??
If he uses his litter tray most of the time, this is definately a sign of stress...
Try speaking to the vet or good petshop to see if they can give some advice. Good luck

You may also look for a special spray which you don't smell at all but cats smell it strong and it is disgusting for them and discourage cats to be in such a place you don't want them to be. I was told about it by my friend but fortunately I didn't have to buy it. Ask a vet about it or a shop assistant in shops with food and things for animals.

Why not boot it's hole?
Or put newspaper down,. They HATE newspaper.
cats are "making a statement' when they pee like this. Your cat has an attitide problem. He has issues, but unfortunately it probably isn't worth trying to sort out those issues. Put it outside for a few days.

Sit down with him and try to make him understand it costs you a fortune to keep on replacing the couch. Ask him whether he's seen you do it on the couch.
If trying to reason with him gets you nowhere threaten him with RSPCA and hopefully you'll get some results.
Terrible twos.

put some ground black pepper, sprinkle a little on the part where your cat is peeing, he will get a hot bum, and wont do it again.
