Depends how heavy the pictures are. Some people have a picture or dado rail and then hook their pictures onto that. Check out the website given:

3M makes something for mounting pictures called "Command" adhesives that works pretty well. It sticks to the wall, but you can release it without leaving anything behind by pulling a tab. You can find them at places like Home Depot or Lowe's.
There are also canvas strips with hooks attached. The canvas has glue which you use to stick the strip to the wall, then hang the picture. Removing it involve paint damage, though.

You can use white toothpaste to fill holes, if your problem is a landlord. As long as the walls are white - of course.

Try that hook that comes from the person who make oxy clean. it goes in like a hook and holds like a 150lbs and doesnt leave a huge hole.

there is a suction cup product on the market now thats supposed to work pretty good and easy to remove.
