Wesley Clark was never a member of the joint chiefs. He had earned the reputation as a 'political general' during the Clinton administration and was seen as having mismanaged the NATO conflict with Serbia. Once his political protector left office he became 'surplus to military requirements.'

After reading his book: 'Waging Modern War' I decided that the decision to retire him was a wise one.

He later actually ran for president, but very few people supported him.
