You can arrange it to suit the style of your eatery. Commonly: Appetizers, Salads, Entree & Dessert for food. For Beverages: Non-alcoholic, Beer & Wine, Specialty cocktails (i.e. Cosmopolitan, Mojito)
More places are altering the wording for headings, such as, Small Plates, Large Plates (for a better sharing-type place), Sweet Things (dessert).
As for the menu's dishes, I think it's best to bold print the idea of the dish TUNA TARTAR, and then put a breif description: Fresh Ahi Tuna marinated in soy-lime juice and topped with Avocado and sesame seeds.
Also needed on a menu- Prices. Guidelines, such as No Substitutions or Cash Only.

A good menu should read like a good outline. There should be titles and categories. The main categories are appetizers, soups/salads, entrees, desserts, side dishes and drinks. Each category CAN have subcategories, such as chicken, beef or vegetarian entrees under ENTREES. And each dish is listed with its price.
