Actually it is "L'espOir fait vivre".
It is a common saying that basically explains to whom this may concerns, that as long as there is life and that as long as you live on, there is still hope to make "it" (whatever the problem is) right.

I guess it should read: L’espoir fait vivre.
Means: Hope makes (you) live. (Hope makes life worth living)
