Sauna belt does reduce tummy but before buying it see to it that you get the right one. Many companies have launched their belts and its hard to identify the correct product.
Why don't you try yoga to reduce weight, its effective and far more healthy......its just a suggestion.

using a sauna belt will make you lose water so right after using this belt you will probably have lost water weight around your tummy,however, drinking water will bring that inch or so back on.

sauna belt doesn't do that . spot reduction is not possible . the reason you do feel the bulge going away for some time, is because it dehydrates the muscle and the shrink for some time
