It probably won't make much difference to the rest of the world, but will enable VW to sell a large number of cars in India at a reasonable price. India has a very high population, with increasing wealth, and its car market is predicted to grow substantially in the next decade. By building cars there VW hopes to take a significant slice of that market.

The workers will be well paid and improve their standard of living.
The quality of the cars should not change if all the same quality control procedures are in place in the Indian factories too.
If the cost of manufacturing is down then the savings should be passed on to the customers. Like me.
