There is no TSA rule regarding plants. As long as you are traveling within the US, there is no problem. If you are traveling from one country to another.....NO.

Keep in mind. Your plant needs to be stored in the overhead compartment or under your seat.
Are we talking about a little plant? I wouldn't put it in the overhead at any size.

Especially if you going from one country to another.
Your best bet is to contact the airline.

You should check on the TSA website http://www.tsa.gov/ they have a complete detailed list of what you can and can not bring on the aircraft with you.
