I am assuming you are referring to your DSL modem. And the answer is yes, you will be able to upgrade your data-rate without changing your DSL modem.

If you have 100 MBps connection. Why do you need more? You could download a movie in like 30 seconds. I know I didnt have to change my modem when I went from 1.5 MBps to 5MBps if that helps

I think you got your numbers mixed up. I belive you mean 1Meg to 3Meg for like DSL service. Your ISP controls this and you should not need new hardware.
