I'm in a tough situation here. Because what they are doing is technically legal but not ethical in my opinion. The police also cannot do anything about apartment noise because they have to be able to hear something from the street from 50 feet away and our apartments are cinder block on the outside. On the inside the walls are like paper. Anyways, our complex won't move our neighbors. The apartment complex keeps on giving me this bogus line that what the neighbors are doing is "nothing." Far from "nothing" in my opinion. I even told them to stop using that phrase because it makes me sound like a liar. And I am not a liar. Legally it may be nothing, but you should hear the banging and their massive screen TV and their subwoofers. Anyways, the apartment complex is apparently condoning this behavior. Leaving us hang out to dry. The noise will only get worse. What can we as tenants do about this situation? This feels terrible.

Actually your Apartment is in violation of your lease, everyone has the right to live in peace.

I know you moving would be a hassle but you might be able to legally break your lease if you followed the proper steps

I agree with ktwister's answer. I had a problem once with something like that. My neighbor (apartment) would play her radio really loud on Sunday nights when I had to go to work in the morning. I mean until about 1-2 in the morning. When I mentioned it to her (in a nice way) that I'd like it if they could keep it down, she said that the music didn't bother her and it was a personal problem, but I could call call the office. When I called the office, they said that they would have to be in and hear it before I could do anything. Want to know what fixed the problem???? The next Sunday, I heard the loud music until about 2:00 a.m. Bright and early Monday morning, I set my stereo on loud and turned it on at 6:00 a.m. My stereo was against my living room wall which is next to her bedroom wall! Later that day, she told me that she heard my music. I told her that "it didn't bother me!!!" I never had another problem with loud music again.

First of all make a copy of your lease. Highlight the portions that are in violation. Document the dates, times, etc. of the noise from the other apartment. Also document any and all conversations you have had with the manager, the neighbors and the police. Keeping good notes can win your case in court.

After you have accomplished all of the above present copies of it to your manager and ask if they intend to do anything about it. I would also invite them over to your apartment when the noise is going on, even if it is 2:00 a.m. If they don't believe you they should be glad you are informing them of when it is bothering you. You do have rights as a tenant and it states that in your lease.

Follow the steps outlined in the post one above me. If your landlord then refuses to do anything, invite the Consumer Protection reporter from your local TV station to the apartment one Friday night. Make it about your landlord- tell the reporter that he is failing to protect his tenants from extreme noise and discomfort. Talk about how you feel unsafe because the boys are rowdy when they drink. Let them capture the noise on camera and see what your landlord does then. Also, if they're in a fraternity you could contact the fraternity's head offices and/or the person in charges of fraternities for your school.

If you have a president of the board or something for the tenants, talk to them. If not, talk to the frat boys. If that doesn't work, burn down the whole complex (JOKE).
Capitalism, my friend! Move out, and encourage others to do so. Sign a petition or something saying that you will move out if they don't evict or move the frat boys, and get everyone around your apartment to sign it. If money doesn't talk, find a new apartment!

If I were you I would blast music when you get up in the morning when they are sleeping to get them back. I assume you have already talked to them and pleaded and asked them to turn their TV and stereo down, right? Let them be woken up by loud music and I guarantee they will turn theirs down.
